It's easy to create a chatroom and then close it again. If u like to chat, it's best to stick to those sites u know.
Doing a general search for chatrooms can throw up some weird results...
We did a general search using keywords Teen + Chat and found two sites describing themselves as "Teen chat" which try to install premium rate porn diallers onto your machine:

These sites aren't breaking any laws by doing this so they can't be removed from the internet.
Porn sites buy up old or unused domain names and then redirect to their site. Domain names have to be renewed every two years. After that, anyone can buy them.
What are the safest kind of chatrooms?
They enforce a Chat Code of Conduct, and have a quick response report feature
They have features which let u block other chat users
They require registration details yet have a clear privacy policy
They display clear online safety advice
They employ an online moderator to monitor conversations for cases of abuse
They remind u that no chat sites are completely safe- staying safe is up to u
